What is the EUDR?

The EU Deforestation Regulation (EUDR) (Regulation 2023/1115) entered into force in June 2023 and requires operators and traders placing certain commodities on the EU market – or exporting from it – to demonstrate that these products are: (i) deforestation-free, (ii) legally produced, and (iii) covered by a due diligence statement.

 

The regulation covers seven core commodities: cattle, cocoa, coffee, palm oil, rubber, soy, and wood – together with a wide range of derived products spanning the food and beverage, cosmetics, packaging, automotive, construction, and textile industries. Products placed on the EU market must originate from land not subject to deforestation after 31 December 2020.

2026 EUDR Key Deadlines

 

The compliance deadlines are final and will not be extended again:

On 4 May 2026, the European Commission published its simplification package, confirming no further postponement. Compliance costs are expected to be reduced by approximately 75% compared to the original framework, though core due diligence obligations remain fully in place.

 

EUDR Core Compliance Requirements

Operators must maintain a due diligence system covering three steps:

 

Information Collection – Gather plot-level geolocation (latitude and longitude coordinates to a minimum of six decimal places), supplier identity, production date, and evidence of legality

 

Risk Assessment – Evaluate deforestation and forest degradation risks based on collected information

 

Risk Mitigation – Implement measures to address non-negligible risks

 

A Due Diligence Statement (DDS) must be submitted through the EU Information System (EU Traces) before any product enters or leaves the EU market.
